Something about an altercation at a convenience store involving someone looking like the deceased before the confrontation, much better as probable cause than simply jay walking. Was this the actual reason for the confrontation and instruction to move off the street?
If so the narrative changes considerably, why not put it out with corroborating store video before the outrage exploded I don't know, hindsight being 20-20.

I think this is just window dressing. The theft in question was 6 cigars. They are trying to create the sense that the cop in question was busy or under some sort of stress. This suggests profiling also. I mean almost a week to come out with a robbery story? Plus the Police Chief mentioned that Wilson was in the area on ambulance call also.
My take is that there will be no hard evidence proving Brown was in the car. The heavy police effort with the anti-terrorist gear, the stone walling on the name of the cop, plus the lame effort to suggest Brown looked like a guy who just stole 6 cigars is an effort on the part of the authorities to blunt the criticism of not planning to press charges on their cop.
You see it is very dangerous in Ferguson all the time we had to call out the big guns to make let everyone know just how bad it is here...no wonder our cop shot an unarmed person.

Barring some sort of evidence linking Brown to the actual crime think about what you just said. An innocent black male was stopped because another black male stole some cigars. Then he was shot multiple times with his hands in the air in a gesture of surrender.
How does that not bother you?

An explanation of the probable cause might have looked better than something that appeared starting as "walking while Black".
Let's try this;
"A call from a convenience store alerted a patrolman to the area where he observed an individual in the road nearby matching the description. Contact with said individual resulted in a violent confrontation where shots were fired by the officer, unfortunately resulting in the death of the suspect."
How difficult was that?
