At best, public sector unions are worthless. At worst, they can be quite harmful. The Democrats do a good job of conflating the merits of private sector and public sector unions, mostly because of the demise of private sector unions.

Let's not forget all of the parents who are absolutely certain their kid is the next Einstein and when the little halfwit can't comprehend "See Spot Run"......they blame the school. Then there are the undisciplined parents raising obnoxious, undisciplined future convicts who blame the school for their kids cretinous behavior. Then there are the ones that think it's the public school systems job to hold Bible class every morning and never fail to be outraged when a teacher suggests that there might be more to the real world than a sheltered WASP upbringing can prepare them for. And, of course, blame the school for the decline of morality in our "Christian Nation".............
No, it's the all the schools fault and the answer is, obviously, to cut funding. That'll teach the Commie bastards.

"The California Teachers Association (CTA) is the biggest lobby in the state, having spent some $210m in the past decade—more than any other group— to intervene in California's politics."

I blame Pete Wilson, Deukmajian and their ilk for the shitty state of our schools. First thing to be cut is school funding and services. That ol' cheapskate Jerry Brown is working on turning it around.

In Florida the funding is tied to property taxes.
So the ares with high dollar real estate (white republicans) have awesome schools. And the areas with low dollar real estate (black, brown, and white trash) get to suck hind tit.

That's pretty much the case everywhere until it gets so out of whack that the courts intervene (which isn't too often). That said, the correlation between education spending and achievement is pretty soft.
