NEW YORK - Rep. Charles Rangel, the face of Harlem politics for generations, declared victory in a fierce primary fight to return to the House of Representatives, but with ballots outstanding, the race was deemed too close to call.

With 99 percent of the vote counted in unofficial results early Wednesday, Rangel led state Sen. Adriano Espaillat, 47.4 percent to 43.7 percent. There was a difference of fewer than 2,000 votes out of about 47,000 votes cast.

The Associated Press was not declaring a winner because the city Board of Elections was unable to say how many absentee and affidavit ballots were outstanding. The counting of those paper ballots can take up to two weeks, beginning later Wednesday.

It is a repeat of the last election.

It is ethnic politics in the area. His opponent who is Dominican thought that with enlarged Latino participation, he could unseat the scoundrel this time.

However, I believe sufficient Puerto Ricans stood by Rangel to allow him to
ride out this.

Although both Latinos, the Puerto Ricans do not like Dominicans.

Then again, elected officials should have age limits or term limits too. Too many outstay their usefulness.

Puerto Ricans just hate Dominicans.

The Puerto Ricans were the pioneer Spanish speaker ethnic group in
NY city and fought successfully against a lot of prejudice to establish
rights and justice for Spanish speakers.

The Dominicans came after, but unlike the Puerto Ricans needed visas
and many were illegal aliens.

Over time the Dominicans became more successful than the Puerto Ricans
and often boast about this.

A good many Puerto Ricans just will not vote for a Dominican.

So although the area was enlarged for Latinos, Rangel's opponent
apparently, despite his salsa/merengue background campaign, failed
in his attempt to exploit it.
