I have to agree that a lot of the delays are political. The act itself aside, the implementation has been just this side of disaster and it sure looks like it's being booted to get past elections.

Kick the can down the road, we can't have the effects hurt our reelection.

When the GOP take the majority of the Senate in 2014. They should implement the written law in full. Let the people see whats in it prior to 2016.

It does matter because NewsMax likes to put a particular slant on their 'news' which impacts the way readers understand the 'facts'.

If you knew anything about how legislation is passed and implemented, you would see how easily an internet website, like newsmax, can influence the gullible and closed minded on this issue.

I know how legislation is passed into law. Obama doesn't he is rewriting the law weekly. Face the facts and look at legal documents if you want or google your own news.

Then you would know that legislation, especially of this magnitude, continues to be amended while being implemented.
