I think you're mistaking the rule adoption in the '50s that allowed for those corps to use the 49.9% of their funds for political purposes. That one contradicts the law as written which says all of their funds must be used for social welfare, excluding administrative costs. Americans For Prosperity would be displeased with your stance, I dare say.
