At the end of the day, the number one mission for any organization, including government, is to insure its own survival. A business is not going to stand there and involuntarily incur additional costs just because a new gov't plan comes rolling along. The business will do what it needs to do to protect itself from increased costs, since most businesses only have a fixed percentage of revenue to spend on employment costs. Therefore, rather than just take a cost increase, the business reacts. Since the ACA's threat of increased costs can be reduced be expanding the part time work force, that's exactly what businesses (those that have a significant portion of their workforce who work variable hours) are doing.
