For better than 90% of the country it does nothing but ensure that they won't go broke because of a pre existing condition or have to delay treatment thru annual caps on care or god forbid they have a kid who has a real problem like downs syndrome and reach their lifetime caps and they have to sell the family home to provide the uninsurables with healthcare.

Once again, this clusterfuck hybrid plan was and is straight out of your precious Heritage Foundation drunk tank.
