I'd vote yes to both but think the 12:1 compensation proposal is brilliant.

It forces management to produce and NOT at the expense of his own worker as is presently done.

Right. Rather than simply cut labor costs to boost the bottom line, thence "earning" a bonus, the lazy bastard might actually have to use his brain and do some work.....Perish the thought.

Switzerland has an average net income of almost $6000/mo US. 2800/mo doesn't really go a long way when the average cost to rent a1 bedroom apartment is 1200-1500/mo. Most everything else there also costs more than it does here. It isn't unheard of, Alaska gives their residents a revenue sharing check.

Given the cost of living in Switzerland, we could match this level of generosity at about $1400/month. Which is right around minimum wage. If 40,000,000 or so of us went on the free wage, cost would be something like $ 672 B. per year. Not cheap, but if you eliminate food stamps and ADC and unemployment, you'll have covered a good chunk of it.

Other stuff would have to be cut.

Quick look gives numbers like these for things directly replaced, 2012 expenditures, $ in billions, and I'm guestimating some from incomplete data:

SNAP (food stamps) 80 B.
Unemployment: 90B.
TANF (welfare) 10 B.
Housing Assistance 50 B.

Adds up to 230 B.

But then I guessed at 40 million recipients. No idea really how many there would be.
