1. He's playing to win.
2. If they makes a deal, he doesn't win, at least not the way he wants.
3. He's going to try busting the limit, he'll convince himself he can win that way.
The problem is, he wants power, a lot. When you want it that bad you make poor decisions, especially if you don't have things like honesty and decency to restrain you.

No idea, but he seems delusional enough to somehow think it's a good idea. Meanwhile, Fox and talk radio still are providing cover for him.
