The Monroe Doctrine generally dictates that the US will take care (for good or ill as it has been demonstrated in American History) of the waters and countries that directly surround the United States. And that the foreign intervention in Latin America shall not be allowed to happen.

There is a sort of defacto agreement with Russia that we will not do the same in territories that border their nation. We may protest and become angry, but we are not going to interfere on an Iraqi war style scale in any of the nations near Russia or former Soviet republics whenever Russia decides to push them around. I believe recent history will show this to be true.

Big powers will do this. But they just have to be prepared when the little guys bite back.

Who is George Bush to give "orders" to anyone outside the United States who is not a US citizen or in the employ of our government?

Would you take any "orders" from the President of another country, anywhere outside of that country?
