Mainly an attempted reference to his coming out in support of gay marriage... you know the saying "queer as a three dollar bill"... as well as a stab at his not delivering on his promises of change... and maybe a poke at his problems with the economy - printing money and such.

You do realize that a good portion of jokes do end up on the cutting floor. You know, they may be really, really funny, but some people just don't get 'em and they have to be cut. The ones that need to be explained... well, they're pretty much toast right away... like this one.

Obama: Romney has admitted to smoking pot, snorting cocaine, eating dog, associating with domestic terrorists, having a racist minister for 20 years, hating America, co-founding Bain Capital... oh wait, that was who? what?
