so, is the dhs buying that much ammo, so we can save money on the next batch we buy for target practice...scratcehs hairless chin...

Why would a government agency that is not the army buy that much....maybe they wanna train snipers? So they equip. them with 40 cal and expect tehm to kill within a 3/4 mile?
