Mandatory withholding didn't start until the 40's, about the same time governmental largesse began to spiral out of control.

Let all of the rubes who are grinning about all of the money the gubbmitt is giving them back start writing a check instead and see how quick they make the connection. As far as that goes, they can handle their own child support and garnishments as well.

They'll never grow up unless someone forces them to.
