It should be accepted that LE is not trusted in most urban areas and FAIK, law enforcement does not trust civilians either. Cops tend to look at everyone they encounter with suspicion. Thus the speculation.

Speculation is, typically, based in available facts/information not consistently modifying an already ridiculous argument to damned near metaphysical proportion in a vainglorious attempt to make the criminal a victim as evidence emerges.
