The Benghazi "embassy" was a CIA station under the control and the responsibility of the CIA. Any non-CIA staff, including the ambassador, were window dressing for CIA operations. Many of the staff identified as State Department employees were not, including Woods and Doherty. Nobody in government can say so on the record. Even though everybody knows so, they dare not confirm it. So Clinton and the Obama administration are stuck with it. Republican leadership knows that as well, but will exploit it politically anyway...which makes them lower than whale shit in just one more major way.
The State Department had no authority over Benghazi operations or security. The loss of life was the responsibility of the CIA.
