I saved some kids one day in Queens, New York.
I saw this pit bull running loose on the streets and frightening the hell out of people. I called the police who came just in time to put down the beast as it was on the verge of attacking some kids.
I believe if a owner is consistent with being negligent with such animals then murder charge is reasonable.
There is a culture here where pit bulls are groomed - especially by drug dealers and wannabee gangsters - to kill.
There was a move to ban them from govt houses because of the horror stories. I am not sure if it succeeded.

Dogs like those who are bred to kill just plain should not be kept any different than a mountain lion would be kept. It's a no brainer to me, I do not get why they are not.

Here it's against the law to have a pit unless it is spayed or neutered.
When I was four years old I was playing in the front yard when the neighbors two doberman's jumped their fence and headed right for me. The neighbors little dog barked and may have saved me as they turned, jumped the neighbors fence and killed their little dog that was on it's owners property behind a fence.
My father told the owner of the doberman's that if he saw them outside their fence ever he would shoot them and if they touched anyone in his family that he would shoot the owner as well. I never saw them out again for the time we were living there.
Pits without a leash and with out an owner immediately next to them should be shot on site, end of story.....

The shame is that all Pits are not bad. Nor are all Dobermanns. But, certain breeds have certain attributes that make them excellent killing machines when trained to do so.
However,
Notice that cops and the military DO NOT (AFAIK) use Pit Bulls for professional purposes. I had a neighbor once who had worked with dogs in the Army and became a K-9 cop after he left the service. His explanation? Pits have no discipline. They are nearly impossible to control once they go into fight mode. Dobies, Rotties and Shepards, yes. Pitbulls....forget it. They fight until they die or collapse from exhaustion. Or somebody shoots them.

I have only seen Shepards Dave.....sometimes I would x-ray them for the Army Vet in the bowels of the Camp Pendleton Naval Hospital morgue...they were always asleep !

Right. Only Shepards in the military. Point was I've never heard of professionals using Pits for anything. Not the military, police, security....................
They seem to be the choice of criminals.
