One would think for any measures to be as effective as possible. It will need to be implemented everywhere at the same time. The hit or miss hodgepodge random seemingly at times approach may well do more harm then good.
The virus cares little for city county state country lines.
What good will a mask mandate do in one city if the one right next to it does not?
A country wide mandate, really a world wide one is needed to slow down the progression and infestation of the virus.

On the effectiveness and or quality of masks worn. I would venture to say a bandana worn would still offer protection to others from the wearer. The wearer may not be protected to the highest level still protected.
