Comey has integrity. Lynch does not.

If Coomey thinks there should be an indictment the FBI will recommend so. When Lynch refuses to indict Cankles Comey and/or others at the FBI and in the intelligence community will leak all kinds of damaging stuff to the media. The FBI and intelligence people don't like the idea of politicians being above the law and they won't take it lying down.
