Unfortunately, with the religion of government, they don't pass around a basket and let us decide how much we want to contribute.

I suppose that one may also renounce his citizenship and no longer be able to enjoy the privileges and obligations of citizenship.

The decision-making process in the government is on a much lower plane than that in a church - at least theoretically. One many through the workings of democracy seek to change the decisions of the government. In a church, one must merely pray for a result.
