Congress people do it every day. The reason votes take place in the evening is that they are on the phone during the day asking for money from their supporters and wealthy constituents. One of the offsets after the demise of earmarks.

If it is salaried she may have had no set hours to account for; she could probably determine herself which hours were work and which were not.
