Can you picture Carson in a room full of people who are in the process of being shot call for a time out so he can say to everyone, "Hey, guys, let's rush this lunatic. Sure, I might get shot. You might get shot but maybe one of us will get through!"

Bullshit. He's pandering to the gun nuts who think we should all go around armed. It's dangerous and irresponsible and calculated only for political gain.

Carson's a sociopath who actually criticized President Obama for his planned visit to Roseburg. He then said that, if he were president, he probably wouldn't go because he'd probably be too busy and that he'd probably just wait for the next one. He actually fucking said that.

The "public service" would be to acknowledge the problems we cause for ourselves through our obsession with guns and our refusal to address those problems or even recognize them. Carson's "advice" only serves to distract from the real issue. It is totally reactive, to say nothing of stupid. You don't solve a problem through individual acts of bravery in the face of that problem's manifestations. You solve problems by addressing their root causes.
