Ya see Rob...my brother with MS has already found out that a condition which causes a physical inability to comply fast enough to keep the cops from kicking the shit out of you when you're already down (if you're lucky), or choking the life out of you when you're already down (if you're unlucky)...doesn't matter.

All you have to do is comply. With that adherence, being arrested/detained is a cakewalk for both parties.
That said, once the decision is made to detain you, you're getting detained.
Presuming policy is followed, any collateral concerns remain with the individual mandating escalation of force due to non-compliance. That's merely appropriate policy for the masses.
Once in custody, well being is the responsibility of police: the very second you cease resisting.

It's not complex, you just want it to be.

I have an idea, all non English speaking visitors and immigrants, especially ones of color, put their hands and kneel down in presence of a cop. In fact if we all picked a day when we do this to show solidarity, it would go along way in making the cops look ridiculous, and they more than deserve it. Can you imagine how the international press will deal with it. Kneel for a cop day.
Of course some municipalities may want to ban kneeling in public which would then bring out the religious zealots, then the ACLU and we will have a real circus.
