One need to ask themselves for the reasons of the lack of qualified applicants in certain neighborhoods they see. It's not because of the citizens inability to learn a skill, but the lack of proper training. For years and years improper less then adequate training of the young has been allowed. Thus a self fulfilling prophecy is now the result.
Why, is it so a pool of cheap throw away disposable workforce is maintained? One that can be and is used as a component of business like materials or location. To be exploited for profit then discarded when no longer able to be profitable or needed.
One also need to remember our founding father also questioned entitlements and wealth. A reason for the inheritance tax because they saw the coming future of a monied class acting like royalty with the transfer of wealth. Just how many of us have not noticed the children of people we know who want for nothing and account for little more the grownup drains on the parents?
I have always felt like Robert Kennedy when it came to social programs. To empower train give them the tools to help themselves. If a job of picking up trash along the road to get a check or watching kids for workers. Something. Also have zero problem with drug testing any one on support.

The 'there are no qualified applicants' sounds like the same shit I used to hear concerning why there were so damn many foreign software engineers around. Not that the foreign ones are bad since I used to teach a lot of them. The South Koreans and the Taiwanese were smart, polite and respectful. If the Japanese showed up along with their boss they would sit there like stone Buddhas, you could not get a question out of them. The Chinese one I was unfortunate to have was simply a spoiled brat, probably the one child law.

It sounds similar because they are similar. Namely, too few qualified blacks are interested in being cops and too few American kids study electrical engineering/computer science. Look at the EE/CS class structure at America's engineering schools and you'll see a high percentage of Asians (which for whatever reason is not true in Civil, Mechanical, and Chemical Engineering).
In a similar vein, you don't see many blacks playing ice hockey, lacrosse, skiing or swimming, yet you see a lot playing basketball and football. Culturally different people are attracted to different things.

Maybe so but what about those of us who did have the skills and never made it past the HR department?
I also never could understand why girls are discouraged from taking computer science. Back at Bell we were 50/50 men and women and the ladies were damn good. Plus Bell had us all trained, people in their mid twenties to ones like me in their mid thirties. Of course I realize that companies here expect someone else to pick up the tab for training people. I will admit that in '63 computer programmers were rather thin on the ground.

I have never met anybody who had all the skills and talent that did not move up. If not in some corporate environment they too off on their own.
And, I have met countless people who thought they had great skills and talent, but nobody else did.

Lived a truly sheltered life did ye?
BTW Zero when I retired I was in the top tax bracket, simply because I went around the assholes in HR.

Considering where you choose to go for your information and the tone of your philosophy...I would suggest that it's gonna be hard for you to see the reality in much of anything.
A long time ago in this thread, BeamOn suggested that perhaps a rational discussion of the real estate bubble would help you understand that aspect. You ignored it...big surprise. So you continue with that aspect of your partisan argument, ignoring the actual manipulation of free enterprise that, in reality, caused the bubble, the meltdown and three years of hard recession...preferring to blame it on deadbeats and the Community Reinvestment Act.
The ruling class requires an underclass...to do the scutwork and provide a convenient scapegoat for crime in the culture. That's the history of humanity. At our time in history the necessary underclass is brown skinned, history provides plenty of information, should you be interested in looking elsewhere from your typical sources, as to how our underclass developed.
