I'm sure we've not heard the complete story on this, but I doubt seriously there was "theft" or "stealing". Hell, the FBI was there months before the raid and knew what was there.

If you think he was cooperating, you need a better news source (or read the DOJ filing). And yes, taking something that does not belong to you is indeed stealing and these documents most certainly did not belong to him.
