Your characterization is flawed. Sandy Berger "stole". Clinton's handling of confidential material was deemed negligent, not gross misconduct. As far as I know, Trump's folks were cooperating with the FBI. Then, the raid.

I'm sure we've not heard the complete story on this, but I doubt seriously there was "theft" or "stealing". Hell, the FBI was there months before the raid and knew what was there.
