I'm not positive but I don't think that there is much of a transmission intertie between Texas and other regional reliability councils. There are just two DC interties; I don't know how much power they can pass through. But yes, it is possible to send power that far. Kansas City is pretty close to Texas as part of the Southwest Power Pool.
