So if the GOP had an alternate plan along the same lines as Romney Care, why didn't they suggest it then. Or propose amendments to ACA based on this proposal?

Plan then was to kill ACA and that failed. Now it's a "me too" plan to do an end around. Ultimate goal is to protect the insurance companies first since they are the paymasters.
