That would probably depend on the ballistic coefficient, and the velocity at which the projectile is launched. A .40 BTS fitted to a case which maximized it's potential would definitely be considered a long range cartridge.
The military currently uses both the .338 Lapua and the .50 BMG cartridges for their sniper weapons. A .40 would fall somewhere in between.
The .40 S&W handgun cartridge is very popular with law enforcement agencies, although I doubt that it is any more effective than a .357 Mag or the .45 ACP. Not so sure that it offers much of an advantage over the .38 Super, which has been around forever.
IMHO, simply another solution looking for a problem.
Kind of like hiring more stupid cops for cheap, instead of hiring smarter cops and paying them what they deserve.
Best I can tell, we ain't hurting for cops. We're asshole deep in 'em.
