Here is where I fail to understand your argument so far.

"All the kid had to do was stay out of one." Exactly. The cop is dealing with a kid. Cop needed to be an adult. So putting the entire blame on the kid and causing this incident is totally unjustified. Just my opinion though and I don't expect you to agree.
