Pioneer Institute is an independent, non-partisan, privately funded research organization
........................
The Institute also focuses on job and business creation; and limited and effective state and local government. Its "good government" efforts have included welfare reform, streamlining regulation, and the mass transit system; currently, its focuses are on public pensions, collective bargaining, public finance, and transparency of information.
Yep, pretty non-partisan.

Same old bs, Mike. You post up some far rightwing nutty publication as legitimate research and then piss and moan because no one is swallowing it?

Right. So the language I posted is lifted from the letter the state of MA sent to HHS (linked in the article). So, I guess you're suggesting that letter from the State of MA is " far rightwing (sic) nutty publication" too?

There's more, but we'll start with this.

No, I'm saying that the conclusion you wrote is erroneous based upon the article that you read in a suspect source. Still parsing, I see.

All I see there is a person predicts “Extreme Premium Increases.” For a particular class of purchaser. I'd like an overall look at actual premium changes as a basis of comparison.

The "person" are actually persons. And not just any persons, but the head of the state insurance commission and the head of the state's Health Connector program.

Yes. They work at the pleasure of the present governor Deval Patrick (D).
