Is the use of EBT cards at casinos and strip clubs an urban legend, or do you have some actual documentation of it happening. And if it happened, are you sure that no authorities took action once they became aware of the abuse? It is illegal to use that benefit for anything but food. EBT is an acronym for Electronic Benefit Transfer. Cash welfare benefits are on the same card as food stamp benefits, so as long as the business is set up to take EBT through their POS system, they can use cash benefits, if they receive them. I am not sure if casinos accept EBT, but if they do, then I can assure you that people use it.

Considering he was raised, primarily, in a white community by white relatives.... It would seem that "culturally" he is white.

However, in the United States it is "culturally" accepted that anyone with 'black blood' is considered to be black.

In this case, it is not his cultural background that deems him to be black, but rather the cultural background of the United States.

Ah...what the hell...don't worry about it. It was all I could do not to become a boring-ass humor impaired social worker after 12 years at the non-profit. What was that shit in the old south (hell maybe even the new south), the 1% blood rule, or the one-drop of blood rule? Yikes.
