If something like this had happened in the private sector, the owners and decision makers will be held criminally responsible. BTW, I am a graduate Chem. E well versed in environmental responsibilities, controls and monitoring.

We are a small company in Santa Clara and we are trusted enough to do self monitoring of our waste water stream. We are in a building that used to house a PCB manufacturer for 20+ years so we never did trust the plumbing form the very beginning. We have occupied this building for the past 15 years or so. We set up bottled water drinking fountains from the very start and told our employees not to drink tap water ever.

While it can be certainly argued that the EPA didn't push the Michigan DEQ hard enough, the DEQ was essentially in a position to blow off the EPA (which it did).

Republicans can't have it both ways. They can't constantly complain about EPA overreach and then later complain that the EPA didn't save them from themselves.
But that's not going to stop them from doing it.

Finn, can the Congress provide Michigan the $100 million in emergency funds and force Obama's hand?

I don't think so. I believe it is a Presidential prerogative.

Here's an interesting timeline of the DEQ's active and deliberate deceptions to EPA, as well as their efforts to discredit the lead EPA scientist as a rogue employee and the VT professor of having pulled a rabbit (bad test results) out of his hat.
