But "forced compliance" can mean so many things. It might be accomplished with a piece of paper: "You won't surrender your phone? Here's your suspension notice. Come back with a parent in three days."

Or it might be accomplished with a bullwhip.

She had her chance with suspension prior to police involvement.

You subdue her so that a metaphorical bullwhip isn't required.

Sum? It was for her own safety.
