Except Americans have a
serious problem with giving the government data. I believe Reuters/IPOS polled people back at the beginning of this thing that if a contract tracing program were set up, would Americans comply? >60% said no. If you don't have 100% compliance (or damn close to it), it doesn't work.
South Koreans actually trust their government which is why they were so effective in contract tracing and general compliance.

Six months ago everyone was showering China in PPE so it could contain and stop the virus there so no one else would have to deal with it. Five months ago all of the inventory was gone and the virus escaped. Four months ago, medical staff all around the world were reusing disposable masks because they couldn't obtain replacements.

Where in the world is the virus "under control" and the economy not slowing? Taiwan and South Korea are exceptions because of their isolation. What worked there would never work in the European Union nor United States.
