Lama is the term for a monk in Tibetan Buddhism but the Dalai Lama is actually the head of government.

Resigned is what Tenzin Gyatso may have done but the title of Dalai Lama refers to the Tibetan head of state.

The PRC invaded and occupied Tibet in 1950, a long time before they were admitted to the UN (1971). At the time of the invasion, the PRC was largely regarded as an international pariah but the world community lacked the will to challenge them over such a small and remote country.
