“He's not threatening anybody with it,” the dispatcher said.

Not threatening anyone, not brandishing it, not committing a crime with it but the cop still orders him to show his hands. To certain cops if you're Black almost anything in your hand can be mistaken for a gun and you get shot. Probably why the guy ran. Never mind that in Michigan you can legally carry a gun. Video from body-worn cameras and the store's roof are gonna make it hard to claim the usual "I was in fear for my life" excuse this time.

Everyone is a "law abiding citizen" until they commit a crime. Seeing as how the likely enforcers of any "police state" is bound to end up being THE POLICE, I'm pretty sure shooting at them, then as now, would be considered a crime.

A lot of wiggle room in that statement.
Nowadays in stead of outright profiling the cop use some petty violation as cause for a traffic stop which they then try to turn into something major. I once had a cop follow me nearly a mile out of his jurisdiction hoping to find something to pull me over for.

Body Camera Footage Disputes Sheriff's Accounts

Body camera footage from Georgia deputies who stopped a Delaware State University women's lacrosse team bus late last month directly contradicts Tuesday statements by the sheriff who defended the stop.

Now you know why I say their first reply is always a lie.

The pretense for the stop was that the buss was in the far left lane. Although in GA it is legal for busses to use the left lane when passing which the bus was doing at the time. I smell a huge Fourth Amendment violation here.
