Pot smoking or not.... Just the fact that he was stopped by law enforcement right after he robbed the store would be enough to react aggressively.

That would certainly explain his resisting arrest and fleeing.

However it does not explain why someone who is fleeing would then turn around and charge at someone with a loaded gun that had already fired at him.

Because he is stupid? But so are you because you don't know if it played out as you just stated. He may have never tried to run away and only been attacking the officer. That's what I think happened
