She's right. I worked "flood fight" for the Corps of Engineers several times in Louisiana in the mid '70's. You're busy as shit inspecting damage, writing cost estimates, negotiating with contractors and inspecting their work. Dog & pony shows for politicians so they can act like they care are a waste of time and resources.

If an administration has a good FEMA management team (Obama does and Bill Clinton certainly did (James Lee Witt become known as the first really good FEMA manager)), whereas Dubya's sucked big time), it's best to get out of their way.

If this new campaign manager is the one that came up with the idea of Trump going to Louisiana, then I'd say he's already earned his paycheck.
