Here's the deal. For starters, we were caught completely off guard even though we had plenty of time to prepare for it. Plenty of time! I think it's a combo of smug/hubris.

We haven't had an awful disease in a long time, so long people dismiss it out of hand I'm afraid. Do I think ebola is it? No. But if anything good can come from it, it would be a bit of a wake up call.

dq I agree. Wait till something really hits and quarantine will become a fact of every day life.

It's pretty natural that people resist doing anything difficult/expensive until the danger actually hits. I was just reading that FDR didn't agree to any serious expansion of the Army until Germany invaded France, and even then Marshall had to practically grab him and shake him to get his attention.*


* Marshall wouldn't actually have done anything that improper, of course. But he did have to go stand next to FDR after the meeting had been declared 'over,' bombard him with the facts, and refuse to be interrupted.

GREAT story.

That era is also home to one of my favorite Dems, Sam Rayburn. As Speaker he flirted with illegality keeping the skeletal army we had in the 30s in place! He saw the war coming when most everyone had their head in the sand.
