Typically, but not always, and not absolutely. Sometimes justice can be blind to power and station, uphold the right of the weak against the mighty, and fulfill the ideal of 'equality before the law.' It's not the way to bet, but it has happened.

The judiciary, our third branch of government, is might making right personified (trial by jury). The accused are acquitted/committed without decent.

But you know, there are degrees to the thing. Trial by jury is less 'might makes right' than cops just shooting anyone they want to.
