Is this something you saw or just heard about? Do you know whether this is legal in Maryland or might it be a matter of a person deciding to break the law because of her religious convictions?
Maryland does indeed allow people to wear religious attire, including head-coverings and veils when posing for their driver's license photos but the same doesn't apply to security searches as are required, for instance, to enter a courthouse.
Personally, I find it impossible to believe that any state would permit anyone to operate a motor vehicle while wearing anything that would impair their vision.
Not only that, any woman who, either voluntarily or through compulsion, wore a burqa when in public would be living an extremely conservative Muslim life. As such, it's unlikely that she would be permitted to operate a motor vehicle or, if permitted, would choose to.
