I've got a book of Dilbert strips notated by Adams, he says Wally was based on a co worker of his.
At the time, the company he was working for offered an attractive buyout, but only for the worst 10%. His coworker was planning on leaving anyway, and was brillant at being bad. The thought cracks me up - Wally was real

I had the mixed pleasure of being technical editor of a book that was co-authored by Adams former boss at Pacbell. SOB never acknowledged information that I gave him, info that he could never have found on his own. The only satisfaction I got was that he acknowledged in the book that he was Adams former boss. Kind of like publically declaring "I'm an idiot".
