He and China see the west as weak. China will be more likely to take Taiwan from the looks of the responses so far to Putin.

They see just words with little bite when strong actions are called for.

Putin says Russia will conduct a military operation in eastern Ukraine

Putin has said Russia will conduct a military operation in eastern Ukraine’s Donbas region and called on the Ukraine military to lay down its arms.

“I have made the decision of a military operation,” he said in a surprise statement on television shortly before 6 am (03:00 GMT).

Putin said the action comes in response to threats coming from Ukraine. He added that Russia doesn’t have a goal to occupy Ukraine. Putin said the responsibility for bloodshed lies with the Ukrainian “regime”.

Putin warned other countries that any attempt to interfere with the Russian action would lead to “consequences they have never seen.”

The weak will negotiate the strong don't need to. Strength and solidarity is what will stop Putin. He is hoping that the west will fracture and sanctions will once again be in name only. Putin knows that the world will not risk a nuclear war so until he is faced with some real pain will not be stopped. He might even be willing to push the button if cornered and losing..

The using of making others seem to be the bad guys for his actions. Like the blaming of high fuel prices on the countries effected. Not the source of the high prices.
