What is surprising here is the treatment of Mueller by the writer.
My god, man. Quoting sentences, and even partial sentences, without context, in a sequence that distorts their meaning? Your post is, frankly, blatantly dishonest. The article actually does not waffle on Manafort's communication with Kilimink, as the quote I provided indicates. And let's look at the complete sentence from which you lifted you concluding quote, along with the preceding sentence for context:
