You're really reaching here. All she means is that her family is right where is has been for 9 generations but at some point her ancestral home became part of the US making her an American with a long connection to the country.

It means that ten generations ago her family were citizens in Mexico. Then they were citizens of the Republic of Texas, then they became US citizens when Texas joined the United States. All without changing their residence. The border moved while they stayed in the same place.
