It was a rhetorical question. One also then wonders why this case is cooped up with the Grand Jury for so long. Official answer is probably they are waiting on more eye witnesses that are afraid to come forward and provide testimony. The right kind of testimony?

There is no desire to prosecute him because they do not want to.
They are discounting the witnesses who claim Wilson basically killed the guy while he had his hands up.
Who Watches The Watch Men?
It would be much better for them to come out and say they are not going to prosecute instead of letting all of these secret leaks come out over months.
The real failure was transparency from the start.

Mebbe to paraphrase a scene in Boardwalk Empire, they want to be absolutely certain they have their ducks lined up before presenting their findings.

An opinion piece on this from the The Nation.
What to Do While You Wait for Darren Wilson to Be Acquitted
"At the direction of St. Louis County Prosecutor Bob McCulloch, the grand jury will have until January 7 to decide whether to indict Wilson on criminal charges. As of now, Wilson is still on paid administrative leave."
Bob McCulloch should have recused himself from this case to begin with IMO.

When the evidence does not support charges, and you know it, you prepare for engagement of an entitled population.
It's the same reason Hindenburg dropped ballast before the crash.
I look forward to Wilson's public and deserved exoneration.

I don't get what you're saying. Can you please rephrase?
Or you might just pretend I have a 'reference point (both sides),' whatever you mean by that, and press on.
Remember, I'm inviting you to just lay it out, not to compose some tightly-reasoned dissertation or anything. I think it will be worthwhile to both of us to explore what that word really, actually means, in your usage and thought and feelings.
