It unofficially started with the collapse of the technology bubble but officially was classified as recession in early 2001. EGTRRA was established to curb it but it was quickly followed by 9/11 which kept us in recession for longer than analysts had expected.

Granted, it wasn't the sort of recession we've experienced over the last couple of years, but it certainly did exist.
