Nixon and subsequent free-traders of all stripes (here and abroad) helped boost manufacturing jobs to China, as did Chinese industrial policy long before the Clinton administration. The Federal Reserve Bank says it started in ~1980 (long before Clinton) with the industrial policies of Deng Xiaoping.

Clinton was the cheerleader. China entry into the WTO was a game changer. His overall enthusiasm for globalization was unusual for a Democrat. If my memory serves me right his speech welcoming China was something.

His hope, along with that of many others since Nixon, was that opening the door to China and expanding their industrial output akin to Japan and Germany after WWII, would hasten their evolution towards a more democratic system while opening their markets to our products. You act as though there was nefarious intent in involved.

AFAIK, Bill and Chelsea Clinton did not have manufacturing arrangements with China like Trump or Ivanka did.
