The rag that is the US Constitution makes it possible for politicians to threaten a default on this country's obligations if they can't put through bills that will get their vote whoring asses through the next primary season. True. Of course the federal government has no sensible way to save money for later, since they are always running a big deficit anyway. So Social Security taxes 'funding future benefits' have always been a scam. If there is a dedicated tax for social security it should be enough to cover that year's benefits and no more. And it should be a progressive tax like other income tax, not a flat tax shouldered by the working class and excluding the top end.
