So the guy who was leading the investigation on Hillary's inappropriate use of a private email server for government business - Comey - was himself found to have used Gmail to send/receive government business emails.

No bias is possible, however, by Comey in the conduct of the investigation.

Stated? Yes. "Verified"? No. In fact the IG report provides plenty of examples of bias. However, the report stops short of calling a spade a spade by saying that the comments and actions of FBI employees "gave the appearance" of bias. Sorry, but if it looks like a duck, quacks like a duck, etc., its probably a duck.
